II. Overview
This chapter of the Brotherhood of Steel originates from 60 members of the ‘Minority’, a group that voted to allow outsiders join the ranks, but lost to an overwhelming majority vote. The Elders were also deciding who to send to assess the Supermutant threat to the east, and conveniently sent the Minority. In 2180, the Minority was deployed via 10 Airships. When nearing the Rocky Mountains, however, a great storm intercepted the Minority and scattered the Airships. In an effort to avoid the storm, Senior Paladin Allan Baker ordered three Airships under his command to steer northward. It was this act that led to the Salvation of Three Towers, and explains the current Influence of the Brotherhood of Steel.
Publically, the Brotherhood is based out of the Needle within the Inner City of Three Towers. There the Elder, the Head Scribe also known as The Councilor, and the Senior Paladin (Head Paladin/Knight was removed in honor of Senior Paladin Baker) preside over their group.
Publically, the Brotherhood of Steel continues its mission to preserve technology, and does so through its Scribes and Knights educating the young of Three Towers. It also sends out patrols and missions into lands beyond the Seattle Wasteland in search of Technology.
Publically, the Paladins work side by side with The Protectorate to defend the Seattle Wasteland and keep its people free. The Councilor gives sound advice to the Three Heads of State, helping the Government to run the Three Towers effectively and smoothly. Publically.
In reality, Elder Hayes has a much different agenda.
III. Leadership
The highest ranking member of the Brotherhood is Elder Hayes. Formerly a Senior Paladin, Hayes is a direct descendant of Senior Paladin Baker. He is the ultimate authority in the Brotherhood, and his word is law. All decisions are made by him.
His Agenda roots with the Brotherhood of Steel that his Ancestor left, the preservation of Technology above all else. He only allows the cooperation between the Brotherhood and Three Towers as a means to hide in plain site. While the only known locations of the brotherhood are the Needle and the Army Base at Everett, Elder Hayes, along with previous leadership, have seen to three Bunkers, secret to the public, built along older subterranean basements and routes. Here, he stores and maintains technology and weapons hidden and secret to the public.
Under Hayes is Head Scribe Murphy, The Councilor of Three Towers. While in public Murphy maintains a reputation for speaking his mind and doing what’s best for the people, in reality he is the voice of Hayes, and ensures that what Hayes wants is translated into sound ‘advice’ for the City. Within the Brotherhood, he is the right hand of the Elder, but holds no general authority.
Truly second in command is Senior Paladin Mitchell, leader of both the Paladins and Knights. He is a descendant of one of the Original Paladins. His reputation is that of a cold and heartless commander. Mitchell holds no values above that of the Elder, and will do whatever Hayes commands. Hayes does not want any of the common folk recruited from Three Towers knowing of the actual agendas. Only about 200 members of the Brotherhood of Steel are given the true knowledge and are members of the ‘Trusted’, as Hayes puts it. Hayes leaves Mitchell responsible for keeping the Trusted and the other members’ separate of knowledge.
