II. Overview
‘Three Towers’ is a sprawling and prosperous city from the Remnants of the Capital of Northwest; Seattle. It is known by this name as Three Prewar buildings dominate the skyline, and appear to be in pristine condition. These include the Space Needle (now only known as the Needle), The Columbia Center (now known as Columbia Tower), and, lastly, Two Union Square, (now known as Union Tower). This of course leaves a daunting task to the defense of the city, considering the distance between the Three towers.
Over the years the people have managed to build a Massive outer wall, in defense of the city. This wall spans from the waterline in the south to the former Interstate 90, along the Interstate five, and back over bordering Lake Union and nearing the Needle, heading west and bordering the Sea. It is composed of an inner reinforced concrete wall, roughly twenty feet. Around the concrete are scraps of sheet metal, iron, and anything considered strong enough. It appears as if the residents have used the remains of Seattle in order to accomplish this task. This extra work brings the wall to around 30 feet tall in most areas. There are Three Entrances to the City, one to the South, another from the East, and finally one from the North. A newer wall appears to have been erected along the Waterline from the Sea, and there appears to be no Entrances. This wall is made of reinforced steel and concrete, and is roughly 20 feet tall. Among all the walls are platforms here and there, from which the Protectorate can keep an eye on the surroundings.
Within the walls (known as inner city) are several structures, one or two stories tall, built by the residents over the years. Those who do not live within one of the Towers will have plenty of space to live. There are three trade Bazaars that span great areas of the inner City. The architecture of the City is also noteworthy, as many of the newly built structures have slanted roofs and stalls of the Bazaars, sometimes entire walkways, are tarped.
The city boasts three special and rare resources: A Nuclear Power Plant, which to this day provides plenty of power to Three towers; A functioning Oil Refinery, which may explain an apparent abundance of functioning vehicles; and a Water Purification Plant, perhaps the most important of all.
Three Towers sees perhaps the most rain and snowfall in all of the Wasteland. There are small dry seasons in the later months of summer, usually August or September. During these months, the people enjoy clear skies and warm temperatures. When the month of October arrives, however, the skies begin to darken with clouds, the temperatures begin to drop, and soon rain and snow become a part of everyday life. This season of cold usually lasts well into March. As temperatures begin to rise, there is a short time of relief, and then a constant of Rain, which lasts until the dry season.
III: Government
The city of Three Towers is ruled by the ‘Three Heads of State’. These are The Councilor, The Voice, and The Protector. Each is equal in Power. The Three Heads discuss political matters, form and enforce laws, and make the decisions for the town.
The Councilor is always the current Head Scribe of the local Brotherhood of Steel. He is respected as the man of Knowledge and Wisdom. This shows the amount of Respect the people have of the Brotherhood of Steel, and perhaps is a Tribute to the actions of this particular chapter. He represents the Brotherhood, and primarily acts as an advisor.
The Voice represents the Citizenry of Three Towers. He takes on lesser disputes of civil matters, and addresses any concerns from the populace. It is his duty to represent the People’s needs. The Voice is put in place by Popular Election, and usually serves lifetime terms, however there is a law that allows a Popular Election to throw out this Representative if it is felt he is not doing his job.
The Protector is the Leading General of The Protectorate, the Cities Peacekeeping and Defense force. The Protector Represents the Protectorate and it is his duty to keep the people safe, and above all, Free. He is also in charge of protecting the assets of the City, as well as assessing Border Regulation, Foreign Regulation, and Trade Regulation.

The Government of Three Towers believes overall in Equality and Freedom. This is due largely in part to the past of the people, whose ancestors were rounded up and forced into slavery. Strangely enough, the people live with ‘Strict’ Laws, all in order to maintain and keep their ‘Freedom’. Punishments for laws are often reminders of the past, such as forced labor. Below are some Laws set in stone, as taken from a common Protectorate Poster.
The Laws are always in Effect. Ignorance is never an excuse.
The Protectorate hereby outlaws Stealing.
The first offense is thirty days hard Labor.
The second Offense is Removal of Primary Hand.
The Third Offense is Death
The Protectorate hereby outlaws Assault with a Weapon.
